Abstract

Commercialization of Air Traffic Management Services Providers has focused attention on the fairness and equitability of the "user pays" charging methodologies. It is proposed that a simulation tool developed with Agent Based Modeling techniques, which replicates the air traffic management system with a high degree of fidelity, can assist in predicting how users would perceive the fairness of such charging methodologies.
