Orthogonal Frequency Division Multiple Access (OFDMA) is considered as a key multiple access method in next generation mobile system. Tremendous research have been carried out in this field, especially focusing on various scheduling algorithm for users' quality of service (QoS). However, it is hard to fulfill multiple QoS parameters because these algorithms aim for focusing on satisfying a certain QoS parameter. In this paper, we propose a subcarrier allocation method that offers proportional QoS service to different classes of user while sustaining baseline users' QoS in OFDMA environment. Proposed algorithm can offer adaptive service to different user classes according to the classes' proportional rate ratio while satisfying user's minimum throughput. Simulation results show that the proposed scheduling algorithm has higher efficiency in differentiated resource allocation for premium service than previously proposed scheduling algorithms for QoS in such systems.
