Today, internet telephony has become a commonplace application in enterprise. Along with the wide acceptance of IP Telephony (IPT) in business, many academics and practices have been mainly focused on internet telephony's technical migration from the existing public-switched telephone network. While there have been a small number of its cost studies in academic literature, they have been for abstract networks, or they have not included the operating costs. This paper compares the network operating costs portion of a traditional telephony network (PSTN) and an IP-based network as a case study. We have found that the operating costs differential between IP and circuit switching is small.
