Abstract

The very recent winter storm disaster clearly showed the urgent need to improve the emergency response system in China. Such an improvement requires a state-of-art information infrastructure to facilitate communication between multiple government agencies, and between government agencies and its citizens. An advanced comprehensive web portal meets this requirement. Taking the first step to implement such an infrastructure, we are building a web-based Chinese crisis case management system. In this poster paper, we describe the general design of our system and specifically discuss spatiotemporal analyses that will enable users to find cases of interest, identify hidden patterns in past events, and forecast future events with improved confidence.
