This paper proposes a method for web service description by using problem frame approach. Different from existing methods, this method uses problem diagram to describe the capability of available web service and use it to identify precise requirements. Domain ontology has been developed as a sharable background for the description of both the provided services and the service requests, so that the service discovery can be conducted automatically. A case study shows that this approach is highly promising.
