A basic concept and an example of design are described in this paper for the next generation public mobile communications. Basic functions and the specifications of the system are mainly defined by amount of data and data rate. Total quantity of processing is shared by software and hardware in practical design. MPU and other types of processors are introduced depending on individual features to enhance capability of processing. A prototype model of the proposed system was designed and implemented. JPEG and MPEG4 are adopted as a target specification and transmission quality was proved sufficiently.
