Controllability matrix of second order generalized linear systems

Let (E, A1, A2, B) be a quadruple of matrices representing a second order generalized time-invariant linear system, Ex = A1x + A2x + Bu. In this paper we study the controllability of second order generalized systems by means the rank of a certain constant matrix that we will call "the controllability matrix" of second order generalized linear systems. We use this matrix to study the geometry of the set of uncontrollable systems contained in the set of standardizable ones.
