Abstract

Although measurement has been successfully applied in various areas, it has proved to be a complex and difficult undertaking in the field of software and especially in the context of small and medium enterprises (SMEs). Measurement programs in SMEs with a low maturity level should be tailored to their limitations (limited resources, experts, etc.) in order to carry out the measurement initiatives efficiently. In this paper we report the method, principles and practices followed in our experience for defining and implementing a measurement program in the development department of Sistemas Técnicos de Loterías del Estado (STL). We also show the characteristics of this company which guided our approach towards tackling the problem, and the resulting software measurement program. As a result of the application of certain practices in the company, some significant benefits were obtained, which could be replicated in similar environments.
