This paper proposes a new variant of TCP for seamless vertical handoffs in heterogeneous wireless/mobile networks, which exploits explicit handoff notifications to alert handoff types and packet losses due to handoffs for efficient congestion control and packet error recovery mechanisms. Through ns-2 simulation, we show that the proposed scheme performs better than the existing TCP protocols in terms of throughput during vertical handoffs.
