Abstract

The purpose of this paper is to raise questions and generate discussion within the software engineering community about the potential impact of software engineering process improvements. This paper begins by providing a few facts about software engineering economics and process improvement benefits followed by three views of those facts: the traditional cost savings perspective; a software engineer's perspective; and a government contractor's perspective. In the last two perspectives, the questions of what is in this for me and is it in my best interests to support process improvement are asked. The conclusion of this paper is that apparently significant changes must be made in the business culture before process improvements can hope to occur.
