Abstract

License plate detection is very important for several applications. Especially for security, like parking control. In this paper, we show the design of a novel system to detect vehicular plates and to extract the characters contained in it. The phase of plate detection was made in two stages: the rectangular perimeter detection and the finding of a pattern by pattern matching. After detection of the plate the characters contained in it are segmented by using an adaptive threshold and vertical and horizontal projections. The tests were made in an uncontrolled environment in a parking lot and using Mexican and American plates. The results show that the system is robust as compare to those reported in the literature.
