With the increasing growth in popularity of web services, efficient discovery and matchmaking of relevant web services become significant challenges. Semantic Web provides a promising way to address the challenges by providing markup for web services to make them computer-interpretable, use-apparent, and agent-ready. This paper proposes a semantic web service selecting method based on the preconditions and effects of web services and the state of environment in which the user will perform the selected services. The user can specify in what conditions he will perform the services. And the proposed method will choose the most suitable services that not only fulfill functional request, but also are executable in the specified conditions. And this work makes great sense in collaboration environment where state information (described as conditions here) is of most importance.
