Despite research being done on improving the requirements engineering process, existing requirements engineering tools and techniques are still inadequate. Different tools and techniques represent different foci on aspect of features. This paper presents a requirements engineering framework that provides emphasis on four aspects of requirements engineering - organizational factors, requirements attributes, processes and standards; and tool support.
