In this article, we introduce a handover decision algorithm based on Neyman-Pearson method which is based on a probabilistic method that is based on test of hypothesis. Then, we combine this algorithm with the Fast Mobile IP Protocol (FMIPv6) for the mobility management. This combination enables an optimized and a seamless handover. In order to study the performance of our method, we choose to study two emerging technologies: WiFi based on IEEE 802.11e and Mobile WiMAX based on IEEE 802.16e standard. We used simulation program to investigate the performance of our algorithm. Our results shows that with the use of our algorithm combined with FMIPv6 enhances the performance of handover in terms of ping-pong rate and stability.
