This paper presents an improved MB level rate control scheme for H.264/AVC. By sufficiently analyzing the spatial and temporal correlation, the accuracy of mean absolute difference (MAD) estimation is enhanced. An adaptive header information prediction scheme and a suitable R-Q model history data point selection scheme are also developed to improve the accuracy of the R-Q model. Experiment results show that compared with JVT-G012, our new scheme can improve the average PSNR up to 0.8dB, and the buffer occupancy is much closer to the ideal status.
