With the development of IP and mobile communications, existing priority computing schemes can't satisfy the dynamic requirements of multi-service in future mobile communications system, for the influencing factors of user priority are relatively simple and lack of relevancy. To solve this problem, this paper proposes Integrated Priority Computing (IPC) scheme, which establishes novel priority system structure. The structure includes Static Integrated Priority (SIP) and Dynamic Integrated Priority (DIP) by comprehensively taking into account multiple factors, and respectively describes their own computing schemes. This paper focuses on the Dynamic Integrated Priority Computing (DIPC) scheme, in which Fuzzy Analytic Hierarchy Process (FAHP) is applied to identify the relationship between users of different service and call type. Radar chart is used to analyze the rationality of the scheme, and the simulation results prove the validity of the scheme.
