The cognitive radio combining ultra wideband (CRUWB) system will be considered as one of the candidates of the next generation short range wireless communication technology. For no any idle frequency band in the current radio environment, the emission power of CR-UWB must regulate to assure that the licensed users work normally. In this paper, based on the interference temperature model, we present an emission strategy of CR-UWB, and also give a specific scenario constructed in three-dimensional space. Depended on the detection of the interference temperature and the temperature limit of the licensed user, CR-UWB system can control the emission power not to interfere with the licensed user.
