This paper introduces a new algorithm - wish driven chunk distribution to make P2P file sharing system to support VOD function while still keeping the P2P native downloading speed. A new parameter named next-play-frequency is added to chunks. We modify eMule by adding this new parameter, and then verify it by NCTUns simulator. The experiment results show that this algorithm can keep eMule peer's downloading throughput with good VOD supporting.
