Scheduling and Call Admission Control (CAC) plays a critical role in the performance of a network, ensuring Quality of Service (QoS). The IEEE 802.16 standard neither specifies any scheduling procedure nor does it provide CAC policy, hence remain as an open research problem. This paper presents UPPS scheduling algorithm that controls link congestion in WiMAX and admission control. It also introduces a new method of estimating bandwidth requirement to increase the resource utilization of a system. Our simulation results show the effectiveness of bandwidth estimation, scheduling and better performance of network.
