In this paper an approach to model conversations and agents decision activities by using state-based models is presented. These models are parts of a layered architecture which separates the aspects regarding the communication from the decision activities of the agents. By this, application independent conversation protocols are defined. The application dependent parts of the model are formed by a sequence of activities an agent has to perform to solve a problem. The different layers of the architecture are separated from each other by well-defined interfaces.
