Abstract

As an important aspect in GSM/GPRS network optimizing, frequency optimizing is theoretically reduced to the channel assignment problem (CAP). This paper puts forward HFA, an engineering-oriented heuristic CAP algorithm that takes the assignment difficulty coefficient (ADC) and the call priority as heuristics for channel allocation. We introduce the concept of hotspot cells, which has higher priority in channel assignment, and elaborate the rules for calculating channel separations on the basis of radio propagation models and geographical information. HFA is verified by the 21-cell benchmark and has been used to optimize the GSM/GPRS networks in several cities of Liaoning Province. Suggestions are also presented on heuristic assignment of PN offsets in CDMA2000 systems and of scrambling codes in WCDMA systems.
