The quality of learning resource service is a vital point in an E-Learning application system. In this paper, a novel learning resource service model is proposed based on the application of mobile agent and Web Services technology. Unlike the traditional approaches, our system takes into account the digital rights management of learning resource and implements the digital rights validation function with the help of agent communication language and digital rights expression language. In addition, the learning resource transmission strategy based on Web Services and resource search strategy based on mobile agent are also introduced in our model. In this paper, we first introduce the layered-stucture of our learning resource service model. Then we analyze the resource digital rights control process and the resource agent search flow which are all the key business logics in the system. Finally, according to the forenamed technology and model, we implement an applied learning resource service system for a national higher-education E-Learning portal.
