Abstract

This paper explores the operational context of software processes andhow it can inform the micro-process level environment. It examines the case ofsoftware project performance, describing a novel explanation. Drawing on themanagement literature, project performance is modeled as the contested outcomeof learning as a driver of success and certain barrier conditions as driversof failure, through their effects on organizational capabilities. A case study illustratesapplication of the theory. Implications of this macro-process case formicro level software process improvement are discussed.
