In the future, different types of networks will be integrated. The heterogeneous networks should support a broad range of multimedia services with guaranteed quality of service. In order to support the requirements, a new call admission control is needed to support the integrated architecture. In this paper, we focus on admission control in heterogeneous network platform. Because rejecting a handoff session would lead to the result much worse than rejecting a new session, service class differentiation is adopted to define the service priority according to service type and handoff type. A new admission algorithm is proposed on consideration of service utility functions to maximize the utility function and balance load of heterogeneous networks. Analysis results show that the admission control mechanism is effective to the extent.
