Abstract

This paper aims to describe development of a web-based spatial data sharing platform for disaster management. Alongside functionality, information quality (IQ) is basic to successful sharing of distributed geo-services. In this article, we present a web service-based architecture in the context of disaster management by introducing an IQ broker module between service cHents and providers (servers). The functions of the IQ broker module include assessing IQ about servers, making selection decisions for clients, and negotiating with servers to get IQ agreements. We study a quaHty of service (QoS) model aimed at measnring the information quaHty of Web services used by IQ brokers acting as the front-end of servers. This methodology is composed of two main components, a QoS model to analyze the information quality of Web services and a fuzzy computing to generate the linguistic recommendations.
