Mobility management is a critical aspect of 4G. Modern 4G networks require a sufficient level of mobility support in order to meet future networks' expectations. Plenty of research is taking place to improve mobility to support next generation networks. In this paper, we discuss different aspects of mobility and identify challenges facing mobility management. In addition, we propose a user zoning handover technique based on the IEEE 802.21 protocol. Handover cost analysis is provided. The new technique reduces overhead and time consumed while performing handover.
