In this article study how regional networks could be used to support and form geographically local groups. We are also interested how the regional network can be utilized and is there need for local broadband in contrast to general internet services. The paper evaluates possible technologies achieving social communities in a digitalized world. Potential technologies are compiled into a technological roadmap for creating community services which can be used to promote local unity. The roadmap illustrates the service possibilities which will produce the sense of community in digital network environment. The paper presents also community surveillance system -service to demonstrate the concepts. The demonstration takes advantage of local high-speed access networks and resources to establish the sense of community for the users.
