High Speed Packet Access (HSPA+) has become one of the promising access techniques. It enables not only high data rates but also, the conversion and backward compatibility with the deployed 3G UMTS networks. This paper will introduce a novel approach to estimate the overall TCP Retransmission Time Out (TCP/RTO) probability via a detailed mathematical analysis. That gives a special concern about the impact of deploying adaptive coding and modulation schemes. In addition, the current paper investigates the effect of multipath fading over the obtained SNR and its influence over the TCP/RTO. The novelty of this paper comes from the physical layer parameters influence on the performance of upper layer.
