How to select a proper access network for providing Quality of Service (QoS) in a heterogeneous environment is a unsolved question. This paper introduces a novel ranking algorithm to evaluate the QoS in heterogeneous networks by posing the problem as a multi-objective optimization problem. We focus on a multi-provider environment, including issues like administration domain, access technology, terminal, and application.
