The paper describes a new model of MPEG-4 AVC/H.264 encoders. The model is proposed as a formula that expresses the number of bits per frame against the quantization step. Proposed are variants of the model for I-, P- and B-frames as well as for 3 intervals of quantization step values. The model has been derived from an extensive set of experimental data obtained by encoding numerous standard test video sequences. Experimental tests have proved good accuracy of the model proposed.
