The authours develop a new type of safety monitoring system which would reduce the initial cost and increase operability. A key feature of the system was that it used standard telephone terminals and computer telephony technology. The results of the experiment, carried out in Iwate and Aomori Prefectures in Japan, showed improved operability. This paper estimates the cost for an increasing number of users in the future. And this paper also discusses on some kinds of the system structures and proposes the most inexpensive structure.
