A capacity assessment methodology is described for Internet Protocol based services over packet-routing SATCOM systems. The methodology accurately characterizes user networks while accounting for physical and system-specific constraints on terminal transmission and reception modes and on terminal-to-beam mappings. Statistical models of user packet traffic are developed from user application information. These models are applied in the SATCOM Evaluation Tool (SET) to assign satellite capacity to user connectivity requirements and to derive statistical multiplexing gains.
