In this paper we propose to consider the system level Quality-of-Service (QoS) at the data link layer. This system level QoS is designed to guarantee the drop rate in wireless cellular networks. This guarantee is based upon the handoff drop performance at any cell site observed over a sufficiently long interval of time. We introduce an adaptive traffic control mechanism to achieve this system level QoS. In our proposed scheme a threshold is used to regulate the System Level QoS. Also this scheme accommodates heterogeneous traffic. We have made a detailed discussion of the proposed advanced system to provide QoS at data link layer.
