This paper discusses the knowledge representation issues in project managment problems and develops a set of theories to deal with the underlying concepts. Starting from the implementation layer, we have built a series of layers of representations to model the structure, the semantic and the domain dependent concepts. We have described in detail, the modeling of activity and state, and their aggregation and abstraction. We also discuss the related questions of time and causality and different levels of specificity of project modeling.
