This paper presents a framework for knowledge-based aids for design. In particular, we describe the design of an interactive knowledge-based consultant for VLSI design (called VEXED**, and a prototype implementation of VEXED. The paper focuses on the principles underlying the design of VEXED and several research issues that have arisen from implementing and experimenting with this prototype.
