The goal of the paper is to shortly describe rules of Intelligent Transport Systems (ITS) analysis and modules decomposition. Correctly described decomposed ITS modules with strictly defined interface allow to define conditions for correct selection of relevant Class of communication Service (CoS). L3/L2 switching communication model is applied as recommended example for ITS communications solutions.
