This paper considers mobile wireless systems where users have flexible QoS requirements, and may adapt their application services to various possible QoS levels. The problem is considered of managing the distribution of bandwidth resources among them in a way to rapidly respond to changing operating conditions, with the objective of optimizing service characteristics, such as user satisfaction, while minimizing the probability of connection reject. A performance evaluation model is introduced to dynamically direct the bandwidth allocation process in response to changing conditions.
