With the growing popularity of web services, web services standards enable the development of large-scale applications in open environments. In particular, they enable services to be dynamically bound. Unfortunately, current techniques fail to address the critical problem of selecting the right service instances. If one needs to be chosen among many similar web services, a service consumer needs quality information of web service in general. Therefore, a device that can share quality information among service consumers is needed in order to solve the problem of web service selection. This paper presents a design specification and service selection method of Agent-based QoS Broker(AQB) system on behalf of service consumers. An object-oriented approach has been used for system analysis by UML and it was possible to analyze static aspects and dynamic ones of the system. An agent selection rule has been used to select the part needed by an agent in the system. An interaction between agent's role and agent has been shown by diagram. An agent perform the function such as collection, feedback of QoS metrics value and service selection through broker.
