In this paper we define a framework for combined frequency, bandwidth, and radio access technique (RAT) selection for wireless operator governed opportunistic network (ON). The proposed framework presents a decision flow that can select bandwidth, frequency and RAT for one or several ONs. ON can be used e.g. when the operator network needs capacity extension or coverage extension. The proposed flow takes into account several metrics including application requirements, velocity of the device, and availability of the RATs and frequency bands. The main objective of the decision making is to select used parameter so that used resources, like spectrum, are exploited in an efficient manner taking into account natural limits and operator's preferences. Instead of describing the resource selection as a complex optimization problem, the proposed approach splits the process into modular flow that narrows down the number of possible combinations of bandwidth, frequency, and RAT for the ON that meet the requirements and operational conditions.
