Web Services Interaction Models, Part 1: Current Practice

Current legislative institutions demand information and services exchange between similar entities. However, legislative applications are composed of autonomous, heterogeneous and distributed components. In this paper, we describe a Web Services based model for legislative distributed institutions that use heterogeneous and autonomous information systems. Our approach is focused on four essential challenges: (1) maintaining the independence and equality among all the participating, (2) no modification of the information systems of each one of the legislative participating, (3) an efficient security mechanism in order to provide a successful system performance and (4) an open and scalar approach that allows incorporating new legislative institutions in a dynamic way.
