The amount of systems, services and applications developed for the Web has grown considerably. The support of the existing operating systems to them, is not the awaited one. Like a solution to this necessity, we propose a model of operating system denominated SOW. It supports and handles a set of services in a heterogenous and dynamic environment like Internet. The SOW is conformed by four subsystems (resource, repositories, web object and communities manager subsystems), where each one carries out a series of coordinated functions, that allow an efficient use of the resources on Internet. In this work we present the design of the SOW based on Agents.
