Abstract

Network users and designers are frequently concerned about the fairness of service achieved either in local networking or in internetworking. However, because of its subjective nature and the multiplicity of issues involved, the term fairness cannot be uniquely defined. However, basic issues have been identified and control schemes have been proposed in the networking literature. This paper outlines the basic issues, notions and definitions of fairness in both the inter- and intra-networking contexts from the available literature. The fairness criteria used and the optimizing schemes have been included in the survey. A comprehensive definition for fairness is also suggested.
