Abstract

This paper discusses issues related to regulations concerned with the security services and mechanisms for protection of the privacy of telecommunications consumers. A recent report on telecommunication privacy has discovered that countries with a large amount of telecommunication traffic are developing disparate laws, regulations and administrative regimes to deal with privacy issues, and as a consequence, different provisions of communication security. This paper focuses on the problems of setting up a Certification Authorities infrastructure. Certification Authorities are basic entities for the provision of global secure communications services closely related to security policies and telecommunications regulations in a particular country. The major findings and conclusions are the result of two European development projects.
