Metric selection in software engineering could be a cumbersome and time-consuming task, and in particular, for web information system due to its inherent immediacy characteristics. Hence, a specific tool for web systems, based on a well-grounded model, is greatly needed. In this paper, we propose a model to address the challenge of metric selection for web systems, and illustrate WDMES (Web Development Measurement Expert System) which has been developed based on this model. We've examined our model by performing a statistical hypothesis testing on the empirical results from web developers.
