Much redundancy of the computation exists in the JPEG2000 encoder, especially at the lower bit rate. This drawback results in the more encoding time and working memory size. In this paper, a fast and efficient rate control approach for JPEG2000 is proposed, which can greatly reduce the computation operation and encoding time with nearly same performance as the conventional rate control scheme in JPEG2000 standard.
