In this paper, we present two schemes to improve the call completion probability of initial and handoff calls in mobile cellular systems. All the previous schemes give priority to handoff calls over initial calls to avoid the forced termination of calls in progress. We observe that giving priority to handoff calls would not yield better call completion probability in general. Moreover, the proportion of handoff to initial attempts in service will influence the call completion probability if both handoff and initial calls are queued. Our theoretical analysis and the simulation results both show that the proposed schemes are better than the NPS scheme and the FIFO scheme when the performance is measured in terms of call completion probability.
