Abstract

In this paper, we outline the need to establish performance metrics for networked operations. We propose using analytical modeling techniques and agent-based simulation to gain meaningful insights for the construction of the performance indices. This paper describes some of the design features of ABSNEC, an agent-based system for networked capabilities/operations. Even though the development of ABSNEC is still in its infancy stage, its preliminary features enable us to study the effects of C4ISR on battle operations with relative ease. Of most importance, ABSNEC will be able to allow us to integrate user-defined timeliness and quality of information analysis algorithms. This distinctive characteristic of ABSNEC undoubtedly will provide us with the necessary research tools to better quantify the value of information for networked operations.
