In this paper, three different tolerance relations are deeply explored in incomplete information system. The strong tolerance relation is corresponding to the semantic explanation of conjunction while the weak tolerance relation is corresponding to the semantic explanation of disjunction. Based on such two explanations, to derive decision rules with both "AND" and "OR" connectives from an incomplete decision system, the concept of the hybrid tolerance relation is proposed through the fusion of strong and weak tolerance relations. Two different rough sets are then constructed by employing hybrid tolerance relation and hybrid tolerance relation based maximal consistent blocks. The relationships between such two different rough sets are also explored. Finally, based on the maximal consistent blocks technique, the generation of decision rules from incomplete decision system is addressed.
