With the view point of granular computing, there are different granules at different levels of scale in data sets having hierarchical scale structures. In this paper, the notion of incomplete multi-scale information systems is first introduced. Using tolerance relation, the lower and upper approximations in incomplete multi-scale information systems are then defined and their properties are examined.
