Abstract

In this paper, a video coding algorithm suitable for the very lowbit rate video coding system is presented. It takes advantage of the priorknowledge of the image type to segment the image to different regions, thencodes each region with different coding criterion and method according tothe different importance. An adaptive region-classified vector quantizationstrategy is exploited in this algorithm also. With segmentation of the frameand high correlation between frames, better codebooks of vector quantizationare constructed to improve the quality. According to the simulation results,acceptable quality at about 10 kbits per second can be obtained for thetypical test sequences.
